margin-top: 16px;'><span leaf=""><span textstyle='' style='color: rgb(171, 25, 66);font-weight: bold;'>四、竞价及相关要求</span></span></p><p><span style='color:#000000;'><span leaf="">1.基本规则：</span></span></p><p><span style='color:#000000;'><span leaf="">本项目采用公开竞价方式。在符合资格条件的前提下，报价最高者为拟承租方。房屋起始价和成交价均为含税价。本项目不接受联合体报名。</span></span></p><p><span style='color:#000000;'><span leaf="">2.特殊情况处理：</span></span></p><p><span style='color:#000000;'><span leaf="">（1）单一意向方：公告期满后，若产生一家符合条件的意向承租方，可采取协议招租直接签约。</span></span></p><p><span style='color:#000000;'><span leaf="">（2）原承租人优先承租权行使：原承租人若无拖欠租金、违约等不诚信记录，且在竞价中报价与最高报价一致时，享有优先承租权;若原承租人参与竞价但报价低于最高价，本单位将向其发出《优先承租权征询函》,原承租人须在收到征询函之日起3个工作日内提交书面回复，确认愿意以最高竞价承接租赁的，确认为最终承租方。若原承租人书面回复拒绝、逾期未回复或拒收函件，均视为自动放弃优先承租权，最终承租方按“价高者得”原则确定。</span></span></p><p style='margin-top: 8px;
