border-box;'>责任体系全面建立。</span></strong>按照党中央、国务院确定的时间节点，2018年如期全面建立河长制、湖长制。31个省（自治区、直辖市）党委和政府主要领导担任省级总河长，省、市、县、乡四级河湖长共30万名，村级河湖长（含巡河员、护河员）超90万名，实现了河湖管护责任全覆盖。</p><p style='box-sizing: border-box;'>工作机制不断完善。</span></strong>国家层面成立由国务院分管领导同志担任召集人的全面推行河湖长制工作部际联席会议，建立完善河湖长履职、监督检查、考核问责、正向激励等制度，形成了一级抓一级、层层抓落实的工作格局。推动建立长江、黄河流域省级河湖长联席会议机制，各地探索建立上下游左右岸联防联控机制、部门协调联动机制、巡（护）河员制度、民间河长制度、社会共治机制，形成了强大工作合力。</p><p border-box;'>河湖面貌持续向好。</span></strong>推动各地建立“一河一档”，编制“一河一策”。推进河湖管理范围划界，120万公里河流、1955个湖泊首次明确管控边界。开展河湖“清四乱”（乱占、乱采、乱堆、乱建）专项行动、长江黄河岸线利用专项整治，集中清理整治河湖突出问题18.5万个，整治违建面积4000多万平方米，清除非法围堤1万多公里、河道内垃圾4000多万吨，清理非法占用岸线3万公里，打击非法采砂船1.1万多艘。实施华北地区地下水超采综合治理，部分地区地下水水位止跌回升，永定河、大清河、滹沱河、子牙河等多年断流河道实现全线贯通，白洋淀重放光彩。全国地级及以上城市黑臭水体基本消除，2020年全国地表水Ⅰ到Ⅲ类水水质断面比例较2016年提高近16个百分点。</p><p border-box;'>二要强化水资源集约节约利用。</span></strong>全面贯彻以水定城、以水定地、以水定人、以水定产的原则，建立水资源刚性约束制度，规范取用水行为。全面实施国家节水行动，打好重要领域重点地区深度节水控水攻坚战，提高水资源集约节约利用水平。实施国家水网重大工程，优化水资源空间配置，全面增强水资源统筹调配能力、供水保障能力、战略储备能力。</p><p border-box;'>三要促进河湖生态环境复苏。</span></strong>深入推进河湖“清四乱”常态化规范化，将清理整治重点向中小河流、农村河湖延伸。加快划定落实河湖空间保护范围，加强河湖水域岸线空间分区分类管控，实施河湖空间带修复，保障生态流量，畅通行洪通道，打造沿江沿河沿湖绿色生态廊道。坚持源头防控、水岸同治，严控各类污染源，加大黑臭水体治理力度，保持河湖水体清洁，保护河湖水生生物资源。持续开展河湖健康评价，强化地下水超采治理，科学推进水土流失综合治理。</p><p border-box;'>四要强化数字赋能提升能力。</span></strong>按照“需求牵引、应用至上、数字赋能、提升能力”要求，以数字化、网络化、智能化为主线，以数字化场景、智慧化模拟、精准化决策为路径，加强数据监测和互联共享，加快构建具有预报、预警、预演、预案功能的数字孪生河湖。完善监测监控体系，打造“天、空、地、人”立体化监管网络，及时掌握河湖水量、水质、水生态和水域面积变化情况、岸线开发利用状况、河道采砂管理情况，强化部门间、流域与区域间、区域与区域间信息互联互通，为河湖智慧化管理提供支撑。</p><p
