提升水安全保障能力，基础是加快现代化水网构建，全面完善防灾减灾工程体系。他坦言，未来5年，将围绕全省现代化建设的布局，全面加快淮河、长江、太湖等流域治理，普遍展开17个水利片区的综合治理，提升流域防洪减灾和区域防洪除涝能力，尽快形成完善的江苏水网。同时将提升水旱灾害防御预报、预警、预演、预案“四预”能力，有效防御洪涝旱和台风灾害，守牢安全底线。</p><p style="box-sizing: border-box;"> 国务院今年召开的河长制工作部际联席会议明确，水环境治理是各级河湖长的首要任务。对照“生态环境质量显著提升”的目标要求，陈杰表示，应充分发挥河长制的制度优势和高质量考核的指挥棒作用，通过河湖长履职，带动全省域开展幸福河湖建设，保护水域岸线、复苏河湖生境、拓展水韵空间，推动河湖生态环境质量的全面提升。</p></section><section
